          As OR operates across a wide range of locations, including PTT Station, distribution centers, LPG Cylinder Refurbishing Plants, LPG Service Stations, manufacturing facilities, and retail outlets, OR not only generates revenue and employment opportunities for employees, contractors, and suppliers throughout the supply chain, but also plays a significant role in creating positive value for society and the environment. OR is committed to elevating occupational health and safety (OHS) standards to serve as an industry benchmark through investments in accident prevention systems, risk management, and workforce capability development, thereby strengthening confidence in safe working practices. At the same time, OR implements proactive measures to prevent and mitigate risks, such as chemical leaks or transportation-related accidents, while systematically enhancing the protection of fundamental human rights. OR is firmly committed to becoming a Zero-Accident Organization, which serves as a key driving force behind OR’s operations and activities to strengthen organizational occupational health and safety performance. In this regard, OR has established policies, management guidelines, and operational manuals related to OHS that are aligned with Thai laws and international standards, with the objective of ensuring safety, sustainability, and long-term shared value for all Stakeholders.

Management Approach

           As part of the OR 2030 Goals, Health & Safety is identified as a key objective to elevate the quality of life and well-being of both the business area and the surrounding community. This is done by striving to take care of the health and safety of employees and prevent potential hazards from the performance of their duties, as well as internal and external stakeholders who may be directly or indirectly affected by business operations.
          OR recognizes that production processes, transportation, and operations conducted in collaboration with Business Partner and Suppliers may pose negative impacts on health and safety for both employees and communities surrounding business areas. Accordingly, OR has established risk control measures and works closely with business partners and suppliers to elevate occupational health and safety standards, ensuring compliance with legal requirements and international best practices.
          Business operations rely on employees’ health both physically and mentally in operating successfully and reliably. The Quality, Security, Safety, Occupational Health and Environment (QSHE) Policy and Management System Manual of PTT Oil and Retail Business Public Company Limited are an important core operating framework and is communicated to all OR employees through various communication channels, including disclosure to relevant stakeholders on the company’s website to gather feedback and continuously enhance safety measures.
          According to the performance of occupational health and safety in 2025, there were indicators that did not meet the safety targets in terms of occupational accidents for employees and contractors, and the number of car accidents, mainly due to violations of safety regulations. Consequently, OR has imposed stricter safety measures. This includes carrying out activities that raise safety awareness for employees and contractors in order to ensure the highest safety for employees and contractors in their work with OR.

Quality, Security, Safety, Occupational Health and Environment Policy (QSHE Policy)

            In 2026, OR has reviewed its Quality, Security, Safety, Occupational Health and Environment Policy (QSHE Policy) to cover issues related to security, safety, and occupational health that may affect employees, contractors, and stakeholders across all business operations. In addition, OR has continued to use the PTT Oil and Retail Business Public Company Limited Management System Manual as a framework for safety and occupational health operations, which is consistent with Thai and international standards, focusing on legal compliance and management of safety and occupational health issues.

OHS Management System Governance Structure

          The Sustainability Management and Quality, Security, Health, Safety, and Environment Department (QSHE Department) is the unit responsible for overseeing health and safety operations. The division establishes policies and guidelines to communicate and ensure operational alignment with these policies and guidelines, receiving support from designated individuals within each business unit, such as professional safety officers in the petroleum terminals.
          To ensure the organization achieves its safety and health management goals, OR designates Operational Safety as a Corporate Key Performance Indicator (Corporate KPI). This KPI influences performance appraisals and is a shared responsibility among all employees. QSHE Department quarterly presents OHS operational performance results to the OR QSHE Management Committee (OR QSHE GMC) meeting, chaired by the Chief Executive Officer. This process aims to provide guidelines for continuous improvement in safety operations.

OHS Management System and Programs

           OR has applied occupational health and safety standards with all OR-owned petroleum, oil and gas terminals; aviation refueling stations; and LPG cylinder refurbishing plants. In 2024, the standard is applied with LPG Cylinder Refurbishing Plant, Songkhla. In 2024, the operation was expanded to the LPG cylinder refurbishing plant in the South, Songkhla Province. OR has conducted annual internal audits or internal inspections and has obtained ISO 45001:2018 certification from external certification bodies, with 100% audit coverage in 2025. Other standards relevant to the business were established specifically for each business operation, such as transportation safety practices. Additionally, safety standards for service stations will also be set to suit the business operations of dealers and franchisees. OR also promote the development of the vendor management system by requiring a review of the management efficiency of each working area by both internal and external agencies to ensure continuous development and improvement.
          Furthermore, OR has implemented the Process Safety Management (PSM) system in the Eastern region petroleum terminal, in collaboration with PTT Public Company Limited and the LPG cylinder refurbishing plant in Songkhla province. An internal audit of the PSM system was conducted in 2024. In addition, The Company also provides PSM training to employees in various areas to ensure the safety of operations and business activities.
          OR has developed a system related to safety practices, namely the Work Permit System which is an online system used to request permission to work in OR’s areas, ensuring comprehensive compliance with legal requirements and systematic data collection.
          Moreover, OR has implemented the e-MoC system, which stands for Management of Change. This system is designed to systematically manage internal changes within the petroleum terminal operational unit. It ensures that the level of risk is within acceptable criteria and can be effectively managed.
          Regarding to the Occupational Health and Safety (OHS) management for suppliers and contractors, OR has integrated ESG which includes OHS criteria in procurement and contractual requirements to ensure the effectiveness of OHS practices and reduce OHS risk from suppliers and contractors works. Risk and Hazard Assessments

          OR conducts occupational health and safety risk assessments for employees, suppliers, and contractors, as well as those who enter OR’s premises by considering both internal and external issues, as well as requirements of stakeholders. This assessment is mandated at least once a year for all facilities. In case of process changes, OR reviews operational procedures and related risks, and conducts occupational health and safety risk assessments for new operations or projects as part of the due diligence process. The Sustainability, Quality, Safety, Health and Environment Department has established procedures for safety risk assessments and safety risk management, as follows:

Procedures of Safety Risk Assessment and Safety Risk Management

              1. Activity or work process categorization: Consider tasks from the initial process to the final step of the operation to create a list of activities or steps in the workflow.
              2. Hazard Identification and Risk Assessment: Utilize the list of activities or steps obtained from item 1 to identify hazards that may occur using methods appropriate to each activity and workflow step. Additionally, conduct a risk assessment based on the relevant criteria for each business.
              3. Safety Risk Management Plan Development: Develop a risk management plan based on the results of the risk assessment, considering the following:

      • Unacceptable Risk Level: Develop a plan to reduce or mitigate the risk by considering the implementation of control measures based on the Hierarchy of Control. Ensure that the risk is brought down to an acceptable level, and continuously monitor and control the effectiveness of the added measures.
      • Acceptable Risk Level: Develop a plan for controlling the risk by maintaining the effectiveness of existing control measures.

              4. Communication, Review, and Monitoring of the effectiveness of safety assessment and management
              OR prioritizes the results of the risk assessment conducted to determine risk reduction measures to achieve the Zero Accident target, including the determination of emergency response plans. Emergencies that may occur in OR’s premises include fires, construction accidents, and transportation accidents, etc.

Health Risk Assessment and Health Program
            OR conducts annual health risk assessments for employees and probationary employees, as well as establishes guidelines for health examinations for employees and probationary employees who work with risk factors, and implements a health program covering initial health examinations for new employees, job changes (internal recruitment and job transfers), termination of employment, and annual occupational health examinations for both employees and regular contractors. The primary agency (supervisor) and the Sustainability, Quality, Safety, Occupational Health and Environment Management Department will jointly analyze the employee health examination results, which are recorded in the e-Health Book format, to be used in risk assessments and to improve work areas, and to implement additional health promotion projects to reduce employee health risks.
            OR places importance on managing the health of its employees, especially given the increasing incidence of sudden illnesses. The company has established Medical Emergency Management as a guideline to handle medical emergencies, aiming to minimize the risk of fatalities or injuries among employees, as well as define effective recovery strategies for optimal rehabilitation.

Safety Culture and Health at Work

            OR is aware of creating a safety culture among employees and contractors. The company is part of the working group to promote the safety culture of the PTT Group and encourages executives at all levels in all lines of the company to communicate with employees on safety matters. In 2025, OR set a goal for executives at the department level and above and directly under the Chief Executive Officer (CEO) and Deputy Chief Executive Officer to be Role Models in monitoring, inspecting and communicating operations according to the standard manual, inspecting risks and safety to avoid operations that are below the standards of each establishment. In addition, operation area managers are required to conduct QSHE Tours on an annual basis to inspect employee work practices and area safety, ensuring compliance with established standards. QSHE Talks are also conducted prior to meetings to communicate key issues, updates, and knowledge, and to enhance health and safety awareness among employees.
            In addition, all OR employees are informed about the right to Stop Work Authority, which allows them to refuse to work in hazardous areas or dangerous work without proper safety precautions.

Procedures to investigate work-related Incidents

          Reporting and investigating incidents or events that occur related to work is considered the heart of OR’s incident management system. In order to comply with the QSHE policy and report to the management, the objective is to investigate and analyze the root cause and determine control measures to prevent recurrence. OR has determined that incidents that occur related to work must be reported and recorded systematically, covering accidents and near misses. When an accident occurs, the person involved or witnesses must report to the owner of the area and relevant parties within the specified time frame as follows:

    • Serious and major accidents must be reported within 24 hours.
    • Minor and moderate accidents must be reported within 72 hours.

         OR incidence investigations are carried out in a systematic manner, using appropriate investigative tools depending on the context of the incident in search of the root cause. After that, OR will analyze, monitor the results of corrective actions, and make improvements according to the specified preventive control measures periodically. In addition, to make the control and prevention of accidents effective, OR has organized the learning from the accidents (Lesson Learned) and communicated to employees and contractors through various channels to prevent the same type of accident from happening again.
         In the case of work-related illnesses, causes are thoroughly analyzed with expert opinions from occupational medicine specialists or relevant professionals. All incidents are investigated in detail using Root Cause Analysis and the SCAT (Systematic Cause Analysis Technique) method to identify the true underlying causes and contributing factors both individual and environmental throughout the chain of command, up to senior management, depending on the severity level of the incident.
The findings are documented in official incident reports, with clearly assigned responsibilities and appropriate preventive and corrective measures. A follow-up mechanism is in place to ensure full implementation and to prevent recurrence of similar events.
         In addition, to enhance accident prevention and control, OR facilitates the extraction and communication of lessons learned from incidents. These lessons are shared with employees and contractors through various internal communication channels to reduce the likelihood of similar accidents occurring again.

Safety System in Transportation

               The transportation of petroleum products, which is carried out by suppliers, is an activity that poses risks in terms of safety for workers and communities, as well as risks that may impact the environment in the event of an emergency. Therefore, OR has set strict safety measures for such activities, including the use of the In-Vehicle Monitoring System (IVMS) for transportation vehicles under OR’s contract, which consists of the installation of a vehicle travel data recording system (GPS), a CCTV camera system to record vehicle movement throughout the transportation, with the recorded data stored for review for at least 7 days, as well as a Fatigue Management System, which is also part of the IVMS system. In addition, transportation vehicles are required to be equipped with fire extinguishing equipment and spill control in case of emergency as required by law. This includes notification if driving does not comply with the law or OR’s requirements. In addition, OR annually evaluates the management of suppliers according to the Road Safety Management Guideline of PTT Group to focus on safety awareness to prevent losses from transportation accidents, both to life and property, which is another way of demonstrating social responsibility.
               For lubricant product transportation management, OR has defined transportation safety in the contract with the vendor before starting the transportation of lubricant products to define the scope of safety during delivery to prevent losses from transportation accidents to life, property, society and communities. The contract stipulates the installation of a camera to record images in front of the vehicle and a location system during transportation (GPS Tracking) to be used to monitor the transportation status in order to maintain operations in accordance with the system and standards of the regulations. In addition, the department has conducted an assessment of the freight forwarders to ensure that the vendors’ operations are in accordance with the standards set by OR. The assessment of the vendors is divided into 3 main parts:

                             1. Vendor Performance Evaluation (Monthly)
                             2. Safety and Legal Evaluation
                             3. Management Audit according to PTT Group’s guidelines

               OR summarizes the performance evaluation results on a monthly, quarterly and annual basis. If the transport contractor’s evaluation results do not meet the criteria set by OR, action will be taken in accordance with the conditions specified in the contract and OR’s measures.
               For safety measures in shipping, petroleum product transport ships that come to transport products with OR must pass the PTT Group’s ship evaluation process as follows:
                             1. Ship inspection by ship inspectors certified by Oil Companies International Marine Forum (OCIMF)
                             2. Ship evaluation by PTT Group Marine Expertise, which uses the results of the ship inspection to evaluate the Marine Environmental and Safety Criteria. All steps of the ship evaluation system will be recorded in the Web Marine Quality Assurance Program system.
               For the evaluation of the management of petroleum product ship transporters, OR has used OCIMF’s Tanker Management and Self-Assessment (TMSA) tool as part of the evaluation of the performance of suppliers. The objective is to ensure safety in shipping petroleum products and to raise the standards of OR’s petroleum product ship transporters to be comparable to international standards.

Employee Participation in Occupational, Health and Safety

               OR has appointed the Safety, Occupational Health and Working Environment Committee in all establishments with the number of employees required by law. The Committee has regular meeting agendas to discuss health and safety issues and provide suggestions for improving safety, occupational health and work environment, as well as the results of safety operations in the work area.
               In addition, OR has designated the Sustainability Management and Quality, Safety, Occupational Health and Environment Department to have a safety and occupational health team who responsible for providing advices to employees and managing safety and occupational health work, including setting safety and occupational health targets. These include the targets of number of Lost Time Accidents (LTA), Total Recordable Injuries Rate (TRIR), Total Reportable Occupational Illness Rate (TROIR), searching and reporting substandard actions or environments, safety communication, major car accidents, product transport accidents (Transportation Safety), and Process Safety.
               Lost Time Accidents (LTA), Major Car Accident, Transportation Safety, and Process Safety are Corporate KPIs, which are indicators for evaluating the performance of executives at the line management level, employees, and those involved in occupational health management throughout the organization.

Promoting Mental Well-being for Employees

                 OR emphasizes mental health and well-being of employees. Recognizing that good mental health has an impact on physical health that continuously affects work and daily life, OR organizes activities to promote mental health for employees by providing free expert education activities to employees and regularly disseminating knowledge about effective work-life balance management services. In addition, the OR Happy Healthy Mind project is organized on the website to facilitate employees through diverse services, including:

      1. Self-assessment Form: employees can assess the stress levels or initial depression symptoms by themselves.
      2. Monthly Online Seminars: provide knowledge on mental health from psychologists once a month.
      3. Self-Help Center: provide articles, videos, and useful sources of knowledge about mental health for employees to apply by themselves.
      4. Emergency Call: employees can contact psychologists directly in case of emergency 24 hours a day.
      5. LINE Chat Service: employees can contact psychologists for mental health consultation via text message.
      6. Mental health consultation: schedule an appointment with a psychiatrist and psychologist.

OHS Management System Performance Review

              OR has developed a manual on occupational health and safety management system and communicated it to all business units, including companies in the group, to ensure that the operations are effective, sufficient, continuous, and in line with OR’s QSHE policy. In addition to the occupational health and safety management system, there is also a Business Continuity Management System (BCMS) which is assessed by External Audit and internal audits by appointing internal auditors to prepare an annual audit plan and collect the audit results in the Management System Audit system, internal QSHE system audit, which will analyze the performance of the management system to improve and develop various processes in all OR’s establishments, including reviewing the performance results that reduce risks to employee health and safety according to the set goals.
              OR has established emergency preparedness measures across its operations. All establishments of OR conduct annual emergency drills, supported by a working team responsible for security management assessment and emergency and crisis management drills, which provides guidance on emergency drill implementation and facilitates the exchange of experience in emergency response management to ensure the effectiveness of the emergency management system. In addition, OR conducts LPG safety inspections for private LPG filling plants to ensure that equipment used in operations is safe and compliant with applicable standards.

Global Health Issues Management

        OR recognizes the importance of addressing global health challenges, such as HIV/AIDS, tuberculosis, and malaria, which remain significant public health issues in many countries. OR therefore implements education and disease prevention awareness programs for employees and communities, supports access to screening and treatment, and coordinates with local public health authorities in high-risk areas to control and reduce disease transmission. These efforts aim to enhance quality of life and support the Sustainable Development Goals related to health and well-being (SDG 3).

Performance

Performance Results and Safety and Occupational Health Risk Assessment
              In 2025, work-related incidents resulting in injuries and fatalities were identified among contractors. In the event of such incidents, the Company implements measures to investigate root causes, analyze gaps, and undertake corrective and preventive actions to prevent recurrence. During the year, risk assessments were conducted, and preventive measures were strengthened as follows:

      • High-risk activities, such as working at height and vehicle operations, were assessed, and preventive measures were implemented in accordance with the Hierarchy of Controls.
      • Examples of measures for working at height include the establishment of work procedures, job control, and contractor briefings to ensure safe operations.
      • For driving safety, Defensive Driving training programs were provided, and a safety driving culture was continuously promoted through internal communications.

              The Company will continue to disclose information on accidents or significant incidents, including investigation results and corrective actions, in a transparent manner in line with international practices.

Health and Safety Training for Employee
Safety Culture Promotion
          In 2025, OR organized Safety Culture promotion activities to encourage employee participation in raising safety awareness across the organization. This was achieved through compliance with safety rules and regulations, the exercise of Stop Work Authority (SWA), and empowering employees to observe and remind colleagues when unsafe behaviors are identified. Executives play a role-model role and actively promote safety coaching to build skills and enhance employee engagement. The primary objective is to achieve a Zero-Accident Organization, which contributes to reducing accidents and injuries, improving employee morale and work efficiency, strengthening collaboration and employee satisfaction, and enhancing quality of life and organizational sustainability. The activities received a positive response from employees. In the office function, employees from 7 departments submitted 7 video clips to the campaign, while employees from OR’s operational areas submitted 14 video clips from 14 departments.

Enhancing Safety Skills
          OR Academy organizes training programs to enhance safety knowledge and skills for employees. These include First Aid and Cardiopulmonary Resuscitation (First Aid & CPR) courses to strengthen emergency preparedness, reduce injuries, and improve the effectiveness of emergency response. In addition, Safety Leadership and Safety Coaching for Change Behavior programs are provided to foster sustainable safety behaviors through coaching, effective communication, and role modeling, with contributions from external experts and academic instructors. The ultimate objective is to cultivate a strong safety culture within the organization, leading toward a Zero-Accident Organization. In 2025, OR delivered a total of 42 safety and occupational health training courses for employees and contractors, covering a wide range of safety-related topics, such as security and safety risk assessment and occupational safety regulations, including training related to scaffolding, cranes, confined spaces, and other relevant operational safety requirements.

OR Safety Day
          OR is committed to achieving a Zero-Accident Organization by organizing “OR Safety Day 2025” under the theme “Safety for Survival in the New World”, together with the commitment “Hero to Zero Accident: Safety Starts with Us.” The event aimed to promote safety awareness across all OR Establishments, with more than 200 participants joining via online channels. The program featured panel discussions on crisis management through practical emergency plans, turning crises into opportunities through safe behaviors, and safe driving practices. In addition, OR organized Safety Day activities at operational areas to communicate safety policies and encourage active participation and awareness among employees and contractors, emphasizing the importance of accident prevention. These efforts focus on ensuring the safety and sustainability of employees, contractors, customers, and surrounding communities.

              In 2025, OR consistently and rigorously implemented its safety and occupational health policies, resulting in tangible improvements in workplace standards and the creation of a safe working environment for all employees. Through strong collaboration and commitment from executives and employees at all levels, OR achieved outstanding performance and received the following prestigious awards:

      • Outstanding Safety and Occupational Health Establishment Award (Safety Award) 2025 from the Department of Labour Protection and Welfare.
      • Zero Accident Campaign Award 2025 from the Thailand Institute of Occupational Safety and Health (Public Organization).
